Open-Meeting Policy
The State Freedom of Information Commission ruled several years ago that Hartford Public Access Television, Inc. (“HPATV”) is not a ‘public agency’ and is therefore not subject to the Connecticut Freedom of Information Act. Despite that decision, HPATV wishes to open some of its board meetings to the public in order to give all citizens access to information about its activities.

Semi-Annual Open-Meetings:
Effective with this notice, HPATV will hold two public meetings of its board of directors each year; the first such meeting will be held on Tuesday, June 21, 2011 at 6:30 p.m. The Board reserves the right to adopt rules governing the time, place, and manner of these meetings to insure that its meetings are conducted in a courteous and business-like way and that everyone who attends is given the opportunity to speak.

Schedule and Agenda of Regular Meetings:
The HPATV Board of Directors pledges to post advance notice of these open-meetings on HPATV’s website; it also expects to post the minutes of all its regular meetings on its website.

Sign-In:
Members of the public may be asked to sign-in upon entrance to a meeting so that the Board can develop a sense of how the community is responding to its work.

Comments and Concerns: The Board encourages members of the public to send any comments or concerns to the Executive Director, Billie C. Scruse, who can be reached at (860) 524-8621 or info@hartfordpublicaccess.org.
